Eric David Arras, 54, has been identified as the victim of a fatal shooting at a Rosemont home that led to a tense three-hour standoff with Sacramento County Sheriff’s deputies.

Eric David Arras Identified as Rosemont Shooting Victim

Authorities said deputies were called to the residence at approximately 12:45 a.m. after a neighbor contacted police.

The neighbor reportedly said Arras’ adult son had told him that his father had been shot by his girlfriend.

When deputies arrived, they made contact with Arras’ son and learned that several other people could still be inside the home. Deputies quickly established a perimeter around the residence as they worked to safely resolve the situation.

Arras was later confirmed dead at the scene.

Angela Feliciana Titman Identified as Suspect

The suspect was identified by Sacramento Sheriff’s Office spokesperson Sgt. Ed Igoe as Angela Feliciana Titman, 36.

Authorities said Titman was armed during the standoff and repeatedly refused to surrender. At one point, she reportedly left a firearm on the front porch before returning inside the residence.

Deputies continued efforts to convince her to surrender peacefully while maintaining a perimeter around the home.

Three Adults and Three Children Evacuated

During the standoff, deputies also contacted residents staying in an accessory dwelling unit located in the backyard of the property.

Three adults and three children were safely evacuated from the area without injuries. Nearby residents were also instructed to leave their homes while deputies worked to contain the situation.

Authorities eventually deployed a chemical agent in an effort to force Titman out of the residence.

A drone was also used during the operation and located Titman with at least one additional firearm, according to investigators.

Suspect Taken Into Custody After Three Hours

After approximately three hours, deputies entered the home and took Titman into custody without incident.

Titman was arrested on charges of murder and assault with a deadly weapon. She is currently being held at the Sacramento County Main Jail and is ineligible for bail.

Her next scheduled court appearance is Tuesday, September 8, at 1:30 p.m.
